It's (probably) a juvenile Australian Hobby. I say "probably", because at that age they're very hard to tell from peregrine falcons. I'm going with "hobby" for now...

That last picture reminds me of Sprout, in that I could imagine her looking at it, clicking her tongue while giving a demi-shrug, then saying, "That's Nature."

The coloring around the face looks a bit like a kestrel/sparrowhawk but probably it's too big for that.

And that hand! The tree looks ready to cast a spell (or hurl a fireball)

I went back again yesterday, but the hand was empty. Perhaps the bird was out hunting and its master was waiting for it to return. Trees are patient.
