I would have said they were packed like sardines, but maybe sardines in a can are simply packed like sealions...

Actually, it was a sea bird of some kind. (A western gull?) It was hovering in the wind over us looking for some food.

It was actually almost motionless (relatively speaking). We were in a boat and it was hovering above us as we moved along.
