Puzzle

There's been a story related puzzle in my head for the last few days, and I haven't quite been able to find a firing solution for it. What I'd really like is some time to sit and work it out on paper, but that's not likely to happen at least until this weekend. This is something that feels like it's too big to fit inside my brain.
